This is a SMD version of the standard RS232 <=> TTL interface chip, for use with smaller (100nF) capacitors (included). Normal price is much higher than a IC-232-DIP, but I got a bunch of these chips for a good price.
The PCB-13 can be used to use this chip in a DIP socket, breadboard, etc.
