This kit makes it possible to experiment with the FT232BM chip, for instance in a solderless breadboard or a DIP socket. The kit contains the FT232BM chip, the PCB, two high-quality 16 pin rows, and the (optional) 93C46B EEPROM (SMD), 2 resistors and 3 decoupling capacitors.

note: The leads of the FT232BM chip are tiny, so this is definitely not a beginners kit.

note: This is not a "complete" circuit, you will have to add various components to suit your needs.
