This an RC-5 IR code transmitter, typically used in a hand-held IR remote control. Note: this chip is discontinued by Philips, but still available.
I do not sell a suitable DIP socket, but you could cut a piece from a CON-CUP32 or take a larger socket (DIP-40-L-(5), DIP-40-Q, DIP-ZIF40) and cut it to length, or use only a part of it.
DIP-ZIF40 is a ZIF socket that could be used with this chip.
