This chip uses a "winged" DIP housing that will not fit into a DIP socket because the centre pins are combined into two larger tabs for cooling.
This chip is in a package the size of a 16 pin DIP package, but the middle two pins on each side are combined into two heatsink tabs. If you want to use a 16-pin DIP socket you should bent the heatsink tabs upwards, and you might want to connect the heatsinks to a real heatsink.
