This is a high-quality 40 pin DIP clip, but it has one or two pins cut off (see picture). However, this still allows the clip to be used to ICSP a 40-pin PIC, but you might have to turn the clip around: one of the pins that can be missing is pin 1 (MCLR).
The clip was attached to a ribbon cable, as shown on the picture (the cable is included). Note that if you want to do ICSP using such a cable you will have to cut the pins that correspond to the crystal, otherwise the oscillator will not run due to the added capacity of the cable. This is probably the reason the pins were cut.
This is a surplus product. It was obtained from a surplus store, from an inventory or from any other secondary source. You can expect this product to be in good working condition, but it can show signs of being handled, shipped, repackaged etc. The supply of a surplus article can suddenly run out, or the price can change. Get it while it is available.
